British Columbia school districts make their own calls. The south coast is the odd one out in Canada: snow is infrequent, plows and winter tires are less universal, and a few centimetres on a hill can strand buses. The Interior and the north live with much more snow and should not be scored as if they were Vancouver.
The predictor saves a low snow-tolerance profile for Vancouver. For other south-coast places that are not in the city list, roughly south of 49.6°N and west of 122.4°W, it applies that same lower tolerance. Everywhere else in the province, including Kelowna and Prince George, it uses a typical tolerance. That is a blunt rule. It is documented on the methodology page so you can see it.
Ice and wet snow matter here as much as accumulation. A forecast that shows rain at or below freezing will move the score even when the snowfall field is almost empty.

Questions parents ask
Why does Vancouver score higher than a Prairie city on the same snowfall?
The model treats places that rarely see snow as less able to keep buses and hills moving. It is an editorial adjustment, not a count of past closures. Prairie cities are tuned for cold more than for a low snow threshold.
Does one district's closure cover the whole Lower Mainland?
No. Each school district decides for its own schools. A Vancouver closure does not automatically close neighbouring districts, and the reverse is also true.
