Alberta school boards and divisions decide locally. Snow is only half the story. Clear, windy cold closes schools and keeps buses in the yard on days when the snowfall total is close to zero. This province uses a high cold sensitivity: the commute-hour wind chill starts adding points at less extreme temperatures than in southern Ontario.
Calgary can flip. A chinook may erase a snow cover overnight, or a north wind can drop the feel-like temperature after a mild evening. Edmonton is colder and steadier. Rural routes around both cities are more exposed than the grid inside the city, which is why the tool has an urban, suburban, and rural setting.
Check the board that runs the school, not a province-wide dashboard. Calgary Board of Education and Edmonton Public Schools are linked from their city pages. Catholic and francophone boards also serve those cities; use the school's own site if you are not in the public board.

Questions parents ask
Can schools close when it is not snowing?
Yes. Extreme cold is a regular reason for closures and bus cancellations on the Prairies. The cold points in this model come from the forecast's apparent temperature during the commute hours.
Does the Calgary score apply to the whole city the same way?
The preloaded setting is urban. Families on acreages and long rural routes should switch the setting to rural. That raises the bus score. It does not replace the board's decision.
